I stared at this, wondering what it meant, for the longest time. And then it dawned on me, if she can't spell "amnesty" or "congress", she probably doesn't know what it means either.

That's a doozy! She's got to be against it. "If amnesty is in, congress is out." But you could just as easily interpret it to be "Amnesty in! Congress out!"

Or it could be more easily interpreted as 'Amesty in! Congess out!'
