The full text of the sign held by the old man in the blue plaid shirt reads,

I think he may have written that intentionally because the sign repeats "I'm" once, technically making it a phrase with nine words.


....I THINK.

I'm is two words, so it's either 10 or 12.

I think it's intentional - he's separating the two clusters of words with an extra word ("and") that isn't supposed to count as one of the terrifying words. Still, he's missing two sets of quotation marks.
