The most obvious answer is that anything outside of France's borders isn't France, but then again France does live in the hearts of its people, wherever they are.

it borders on being a situationist riddle, but I doubt that's what he's going for.
I just wish he got it right, so we could tell him how happy the French are about it.
FYI, the French are currently debating whether it's reasonable to pay 23 instead of 22 Euros for a doctor's visit.
I don't care if "where" not France. French fries are better than freedom fries.
Maybe he's saying Not, Not France since the no sign is over the not...
should there be a question mark in there? Where? not France. It's like he's trying to say something.
Well, he is speaking English, so I guess he probably is somewhere not in France...
For "not being France," he sure looks exactly like my French Uncle Bob. Same haircut, too.
he could have done one better by saying "wear not France". I would have been laughing at that too. I could have sworn it's we're not a contraction for we are not. Oh well.
